This is complicated and slightly confusing scene which raises the question of whether the carvers were working from a scale drawing of the planned decoration. The fact that the soldiers unpacking the waggons and packhorses at the top are squeezed in while the soldier in the foreground to the right is given a lot of space might indicate that planning of the frieze was not fixed. As elsewhere the carvers appear to have been working flexibly, putting in what was needed, presumably according to a set of instructions, but not overly restricted by a fixed plan. There is also a further suggestion in this detail that work on the figures and the background was divided between different workers. The figure in the foreground on the right seems to have been given a platform to stand on which makes little structural sense, probably because the background carver had to put something beneath him.
