Description
The rough marks of the point chisel are clear in between the decorative floral bosses. These marks also shows that the background was done after the decorative element.

Notes

In this image the stages of work that went into finishes these bosses can be seen. From right to left, the form of the design was first roughly sketched, then initially shaped, before refined further and then finished. The unfinished nature of the sculpture is due to then newly elected governor of New York State refusing to provide budget approval to anything other than the construction of the building.
