The depth in this relief, which is typical of Metropolitan sarcophagi of the late 2nd and early 3rd century AD, is probably achieved with the drill.
Notes
Like many sarcophagi this one is finished with either the rasp or abrasives. It is not finished to a highly polished state but just enough to remove most of the toolmarks.
